(approved by Decree of the Government of the Russian Federation of October 1, 2015 N 1050)

1. These requirements determine the composition and content of programs for the comprehensive development of social infrastructure of settlements, urban districts, including objects of local significance of the settlement, urban district in the areas of education, health care, physical education and mass sports and culture (hereinafter - the program, social infrastructure objects, respectively) settlement, urban district).

2. The program establishes a list of activities (investment projects) for the design, construction, reconstruction of social infrastructure facilities of a settlement, urban district, which are provided for by state and municipal programs, the strategy for the socio-economic development of the municipality and the action plan for the implementation of the strategy for the socio-economic development of the municipality (if data from the strategy and plan are available), a plan and program for the comprehensive socio-economic development of a settlement, urban district, investment programs of natural monopolies, agreements on the development of built-up areas, agreements on the integrated development of territories, other investment programs and agreements providing for the obligations of developers to completion in a timely manner of activities for the design, construction, reconstruction of social infrastructure facilities.

3. The program provides:

a) safety, quality and efficiency of use by the population of social infrastructure facilities of a settlement or urban district;

b) accessibility of social infrastructure facilities of a settlement, urban district for the population of the settlement, urban district in accordance with the urban planning standards of the settlement or urban district, respectively;

c) balanced, long-term development of the social infrastructure of the settlement, urban district in accordance with the established needs for the social infrastructure of the settlement, urban district;

d) achieving the estimated level of provision of the population of a settlement, urban district with services in the areas specified in paragraph 1

e) efficiency of functioning of the existing social infrastructure.

4. If the master plan of a rural settlement is approved by the local government bodies of the municipal district on the territory of which the rural settlement is located, then the program for such a rural settlement is subject to development and approval by the local government bodies of the specified municipal area.

Local self-government bodies of rural settlements can develop and approve programs if the relevant issues of local importance are assigned to such rural settlements by the laws of the constituent entity of the Russian Federation and the charter of the municipal district and the charters of rural settlements adopted in accordance with them.

5. If the representative body of local self-government of a rural settlement, in accordance with the legislation of the Russian Federation, decides that there is no need to prepare a master plan for a rural settlement, then the program for such a rural settlement is not subject to development and approval.

6. Programs are developed for a period of at least 10 years and no more than for the duration of the master plans of a settlement or urban district. Activities and target indicators (indicators) provided for by the program must be indicated for the first 5 years, broken down by year, and for the subsequent period (until the end of the program) - without breakdown by year.

If at the time of development of the program the master plan has been implemented for less than 5 years, the program is developed for the remaining period of validity of the master plan, while activities and targets (indicators) are indicated by year for the first 5 years, and for the subsequent period (until the expiration date programs) - without breakdown by year.

If, at the time of development of the program, the implementation period of the master plan is 5 years or more, the program is developed for the remaining period of validity of the master plan, while activities and targets (indicators) are indicated by year.

7. The program includes:

a) passport;

b) characteristics of the existing state of social infrastructure;

c) lists of activities (investment projects) for the design, construction and reconstruction of social infrastructure facilities of a settlement, urban district (grouped by types of social infrastructure facilities) indicating the name, location, technical and economic parameters (type, purpose, capacity (throughput), area, category, etc.), deadlines for implementation in the planning period (broken down by year), responsible executors;

d) assessment of the volumes and sources of financing of activities (investment projects) for the design, construction and reconstruction of social infrastructure facilities of a settlement, urban district;

e) target indicators of the program, including technical, economic, financial and socio-economic indicators for the development of social infrastructure (set for each event and for each type of social infrastructure);

f) assessment of the effectiveness of the measures included in the program, including from the point of view of achieving the calculated level of provision of the population of the settlement, urban district with services in the areas specified in paragraph 1 of these requirements, in accordance with the urban planning standards of the settlement or urban district, respectively;

g) proposals for improving the legal and information support for the development of social infrastructure, aimed at achieving the program’s target indicators.

8. The program passport contains the following information:

name of the program;

basis for program development;

name of the customer and program developers, their location;

goals and objectives of the program;

target indicators (indicators) for the provision of the population with social infrastructure facilities;

an enlarged description of planned activities (investment projects) for the design, construction, reconstruction of social infrastructure facilities;

duration and stages of program implementation;

volumes and sources of funding for the program;

expected results of the program implementation.

9. Characteristics of the existing state of social infrastructure include:

a) a description of the socio-economic state of the settlement, urban district, information about urban planning activities in the territory of the settlement, urban district;

b) technical and economic parameters of existing social infrastructure facilities of a settlement, urban district, the current level of provision of the population of the settlement, urban district with services in the areas specified in paragraph 1 of these requirements;

c) projected demand for social infrastructure services (in accordance with the forecast of changes in the size and age and gender composition of the population) in the areas specified in paragraph 1 of these requirements, taking into account the volume of planned housing construction in accordance with issued construction permits and the projected retirement of social facilities infrastructure;

d) assessment of the regulatory framework necessary for the functioning and development of the social infrastructure of a settlement or urban district.

10. The list of activities (investment projects) for the design, construction and reconstruction of social infrastructure facilities of a settlement, urban district takes into account planned activities for the design, construction and reconstruction of social infrastructure facilities of federal significance, regional significance, local significance of municipal districts, as well as activities the implementation of which provided for on other grounds at the expense of extra-budgetary sources.

11. The assessment of the volumes and sources of financing of activities (investment projects) for the design, construction, reconstruction of social infrastructure facilities of a settlement, urban district includes a consolidated assessment of the necessary investments, broken down by type of social infrastructure of the settlement, urban district, goals and objectives of the program, sources of financing, including funds from budgets of all levels and extra-budgetary funds.

12. Assessing the effectiveness of measures (investment projects) for the design, construction, reconstruction of social infrastructure facilities of a settlement or urban district includes an assessment of socio-economic efficiency and compliance with urban planning standards of the settlement or urban district, respectively, including a breakdown by type of social infrastructure of the settlement , urban district, goals and objectives of the program.

13. Proposals for improving the regulatory, legal and information support of activities in the field of design, construction, reconstruction of social infrastructure facilities of a settlement or urban district are developed in order to ensure the possibility of implementing the activities (investment projects) proposed as part of the program.

The key document regulating the procedure for developing programs for the integrated development of the social infrastructure of settlements is Resolution of the Government of the Russian Federation dated October 1, 2015 N 1050 “On approval of requirements for programs for the comprehensive development of social infrastructure of settlements, urban districts” - hereinafter Requirements for Program No. 1050. 2. The nature of the activities of the program for the comprehensive development of social infrastructure

Based on the very concept of a program for the comprehensive development of social infrastructure given in the Town Planning Code of the Russian Federation, it is obvious that only measures for the development of social infrastructure can be included in the program of measures for the development of social infrastructure new construction, reconstruction and modernization of social facilities.

Construction - the creation of buildings, structures, structures (including on the site of demolished capital construction projects);

Reconstruction of capital construction objects (except for linear objects) - changing the parameters of a capital construction object, its parts (height, number of floors, area, volume), including superstructure, reconstruction, expansion of a capital construction object, as well as replacement and (or) restoration load-bearing building structures of a capital construction project, with the exception of replacing individual elements of such structures with similar or other elements that improve the performance of such structures and (or) restoration of these elements;

Modernization of a building is a set of measures that involves updating the functionally outdated planning solution of an existing building, the materials used and its engineering equipment in accordance with the requirements of current standards for the operational parameters of buildings.

Activities for major repairs or activities aimed at the ongoing support of the activities of social institutions are NOT included in the programs for the comprehensive development of social infrastructure

3. Description of the location of social infrastructure facilities

4. Calculation of financial needs of the Social Infrastructure Program

7. Interconnectedness of territorial planning documents, long-term plans, programs

8. Providing financing for the activities of the Social Infrastructure Program

Sources of financing for the activities of the Municipal Social Infrastructure Program can be funds from budgets of all levels and extra-budgetary funds. When assessing the possibility of using budget funds as sources of financing, it is important to assess the budget deficit (surplus), the current obligations of the municipality, forecast the income and expenses of the municipal budget, monitor the possibility of receiving gratuitous revenues from other budgets, government programs in the field of education, healthcare, culture, mass sports.

When planning extra-budgetary funds as sources of financing, it is important to assess the investment attractiveness of the municipality in general and the social sphere in particular.

9. Recommendations for improving the regulatory framework

One of the mandatory Sections of the Program for the Comprehensive Development of Social Infrastructure Systems is the item “Proposals for improving the regulatory, legal and information support of activities in the field of design, construction, reconstruction of social infrastructure facilities of the settlement.” Often it is not given due attention, which is a mistake that leads to the fact that the tools proposed in the Program do not receive further progress and the Program does not work as a result.

10. Borders of settlements

The first paragraph of the Requirements for Program No. 1050 defines the areas in respect of which the Program for the integrated development of social infrastructure of settlements and urban districts is being developed; this list is closed and includes:

  1. Their activities should be related to the production, provision, quality control, sale of medicines, medical equipment, medical services, carrying out work to prevent diseases, organizing and managing processes and finances in the field of protecting the health of citizens, education of medical workers at the undergraduate and postgraduate level;
  3. Physical culture is a part of culture, which is a set of values, norms and knowledge created and used by society for the purpose of physical and intellectual development of a person’s abilities, improving his motor activity and creating a healthy lifestyle, social adaptation through physical education, physical training and physical development;
  4. Mass sport is a part of sport aimed at physical education and physical development of citizens through organized and (or) independent classes, as well as participation in physical education events and mass sports events;

Improving the quality of life of the population is one of the main tasks of the socio-economic development of the city of Ryazan. Creating favorable living conditions requires further development of social infrastructure in the city of Ryazan.

In 2010 - 2014, funds were allocated from the regional budget in the amount of 6.9 billion rubles.

Currently, the number of people systematically involved in physical education and sports in the city is 160,329 people, which is 32.14% of the city’s population aged 3 to 79 years (the increase was 1.8% compared to 2013).

There are 13 municipal institutions of physical culture and sports in the city.

Additional education for physical education and sports (sports schools) covered 12,580 students.

In 2014, 5,623 discharge athletes were trained, including 2 Honored Masters of Sports of Russia, 4 International Masters of Sports, 39 Masters of Sports, 405 candidates for Master of Sports, 751 1st category athletes and 4,442 mass athletes.

The city of Ryazan has 304 municipal sports facilities, including: 2 stadiums, 122 flat sports facilities, 84 gyms, 1 track and field arena, 5 swimming pools, 5 facilities for shooting sports and other sports facilities.

In modern conditions, the successful functioning of the industry depends on the development of its infrastructure, material and technical base, the state of which is of serious concern. Renewal and modernization of sports equipment and equipment is required. Almost all physical education and sports institutions require major repairs.

The main problems in the field of physical culture and sports in the city of Ryazan are currently:

To develop the infrastructure of physical culture and sports in the city, it is necessary to construct sports facilities within walking distance according to projects recommended by the Ministry of Sports of the Russian Federation for reuse and (or) included in the register of standard design documentation, ensuring, in particular, the accessibility of these facilities for persons with disabilities health and disabled people, with the determination of the maximum price for the construction of these facilities. To prepare athletes and sports teams for competitions at the highest level, it is necessary to build a martial arts center in Ryazan.

Characteristics of the current state of the cultural sphere of the city of Ryazan

In the city there are institutions of additional education in the field of culture: 12 municipal budgetary institutions of additional education (3 music schools, 7 art schools, an art school, a music choir school); 3 municipal budgetary institutions of cultural and leisure type; 1 municipal autonomous cultural and leisure institution; 2 municipal museums; 2 municipal library systems, including 25 libraries.

In the city of Ryazan, a system has developed for the development of socio-cultural work with the population at the place of residence, which covers representatives of different generations. Characteristics of the current state of the education sector in the city of Ryazan

One of the conditions for the successful socio-economic development of the city of Ryazan and increasing the well-being of the population is to ensure the availability of quality education in accordance with the modern needs of society and every citizen.

As of September 1, 2015, the municipal education system is represented by 200 institutions: 111 kindergartens, 68 schools, 17 additional education institutions, 1 cultural institution, 3 educational support institutions, in which over 68 thousand children study.

Additional education services cover 84% of children in the city of Ryazan aged 5 to 18 years, of which about 50% study in additional education institutions subordinate to the department of education and youth policy of the administration of the city of Ryazan. Students have the opportunity to choose additional general education programs in all areas.

During the implementation of the program, the need to increase the effectiveness of all activities carried out in the fields of education, upbringing and youth policy is determined by demographic trends. Targeted investment program

An indispensable condition for the sustainable development of the city, which contributes to improving the lives of the population, is the development and improvement of the social sphere, including through the construction and reconstruction of large socially significant facilities for the city.

In the city of Ryazan, one of the priority areas of activity is strengthening the material and technical base of social facilities and communal infrastructure.

To solve the above problems, the participation and interaction of executive authorities, participants in the construction process, sufficient and stable financing with the involvement of funding sources at all levels is required, for which the departmental target program “Targeted Investment Program of the City of Ryazan for 2014 - 2016” was adopted.

In order to develop and strengthen the material and technical base of educational institutions, sports facilities, cultural and healthcare institutions, taking into account the real budget capabilities of the city of Ryazan, as well as based on the state of the material and technical base of the city's social infrastructure, priority capital construction projects have been identified, the financing of which must be carried out in 2014 - 2016.

The list of objects includes unfinished construction projects, the construction and reconstruction of which was financed until 2014 as part of the long-term target program "Targeted Investment Program of the City of Ryazan for 2011 - 2013".

2. List of activities for the design, construction and reconstruction of social infrastructure facilities

Information on activities for the design, construction and reconstruction of social infrastructure facilities in the city of Ryazan is presented in Table No. 1 of the appendix to the program.

3. Assessment of volumes and sources of financing for program activities

The financing of program activities is provided within the framework of the municipal program "Development of Education in the City of Ryazan" for 2016 - 2020, approved by Resolution of the Ryazan City Administration dated September 29, 2015 N 4547, the departmental target program "Targeted Investment Program of the City of Ryazan for 2014 - 2016", approved by the Resolution of the Ryazan city administration dated 08.22.2013 N 3448, the state program of the Ryazan region "Social and economic development of settlements in 2015 - 2020", approved by the Resolution of the Government of the Ryazan region dated 10.29.2014 N 312.

The volumes of financing are of a forecast nature and are subject to clarification within a specified time frame after the adoption of budgets at all levels for the next financial year and planning period.

4. Target indicators of the program

The goal of the program for the comprehensive development of social infrastructure of the municipality - the urban district of the city of Ryazan for 2016 - 2020 is to ensure a balanced, long-term development of the social infrastructure of the city of Ryazan in accordance with the established needs for the social infrastructure of the urban district. Achieving the goal and solving the program problem is assessed by 4 target indicators (indicators) of the program.

1. The number of places in educational institutions created through construction, reconstruction and internal reserve of premises.

2. The share of the population aged 3 to 79 years who are systematically involved in physical education and sports.

3. The share of children from 5 to 18 years of age receiving additional education services in cultural institutions.

4. Commissioning of medical organizations of the state health care system.

The planned values ​​of the program's target indicators by year of implementation are presented in Table No. 2 of the appendix to the program.

5. Assessing the effectiveness of program activities

Successful implementation of the program will ensure the following results by 2020:

Increasing the proportion of the population aged 3 to 79 years systematically involved in physical education and sports to 40%;

Increasing the proportion of children from 5 to 18 years old receiving additional education services in cultural institutions to 15%;

Increasing the number of places in educational institutions created through construction, reconstruction and internal reserve of premises to 300;

Commissioning of medical organizations of the state health care system with 708 beds.

6. Proposals for improving legal and information support for the development of social infrastructure

In connection with the end in 2020 of the implementation period of the General Plan of the city of Ryazan, approved by the decision of the Ryazan City Council dated November 30, 2006 N 794-III, it is necessary to develop a new General Plan of the city of Ryazan with the simultaneous development of Land Use and Development Rules in the city of Ryazan. Having heard information from the Minister of Labor and Social Protection of the Russian Federation M.A. Topilin on the regional aspects of the social policy of the Government of the Russian Federation, the Federation Council of the Federal Assembly of the Russian Federation notes the following.

The goals and priority objectives of the implementation of the state policy of regional development of the Russian Federation are determined by the Fundamentals of the state policy of regional development of the Russian Federation for the period until 2025, approved by Decree of the President of the Russian Federation of January 16, 2017 No. 13. The result of the implementation of the state policy of regional development of the Russian Federation in the social sphere should to reduce differences in the level and quality of life of citizens of the Russian Federation living in different regions, as well as in cities and rural areas.

Decree of the President of the Russian Federation dated May 7, 2012 No. 606 “On measures to implement the demographic policy of the Russian Federation” played a major role in achieving positive results in the development of the social sphere in the constituent entities of the Russian Federation. As the experience of the regions shows, taking effective measures can minimize the negative impact of population disproportions by gender and age and help maintain positive demographic trends.

Among the main priorities of regional policy in the field of socio-economic development, carried out, inter alia, in accordance with the Decree of the President of the Russian Federation of May 7, 2012 No. 597 “On measures for the implementation of state social policy”, the Program for the gradual improvement of the wage system in state ( municipal) institutions for 2012–2018, approved by Decree of the Government of the Russian Federation of November 26, 2012 No. 2190-r, includes the creation of conditions to ensure the right of workers to decent work, increasing the level of real wages, improving income policy and improving the quality of life of the population.

An analysis of the dynamics of expenditures of the consolidated budgets of the constituent entities of the Russian Federation shows that the main trend over the past 15 years has been the growth rates of social expenditures in the regions that are faster than general expenditures. As a result, the share of social expenditures in the budgets of the constituent entities of the Russian Federation increased from 39 percent in 2000 to 62 percent in 2015.

In the constituent entities of the Russian Federation, the increase in the level of wages for employees of state institutions is mainly ensured. For 2017, 2018, 2019, the budgets of the constituent entities of the Russian Federation are provided with subsidies from the federal budget for partial compensation of additional costs for increasing wages for public sector workers in the amount of 40, 50, 50 billion rubles, respectively.

Simultaneously with the increase in wages of public sector workers, a system of independent assessment of the quality of service provision by social sector organizations is being introduced at the regional level. In order to improve the work of these organizations, decisions are made to eliminate deficiencies identified as a result of an independent assessment. During 2017, it is planned to provide an independent assessment of the quality of service provision by 30–35 percent of social sector organizations, and for the period 2015–2017, about 90 percent of social sector organizations will be included in the system of independent assessment of the quality of service provision.

Regional aspects of the social policy of the Government of the Russian Federation also include improving pension provision. All non-working pensioners whose total amount of material support does not reach the pensioner’s subsistence level in the region of his residence are provided with a federal or regional social supplement to their pension up to the pensioner’s subsistence level established in the relevant constituent entity of the Russian Federation. In 2017, there was a significant decrease in the volume of other interbudgetary transfers provided from the federal budget to the budgets of the constituent entities of the Russian Federation for the payment of regional social supplements to pensions. For example, the Komi Republic will receive 223.6 million rubles, or 38.6 percent, while in 2016 the rate of co-financing from the federal budget was 75 percent (414.3 million rubles).

Trends in the development of the pension system of the Russian Federation are in close relationship with the general socio-economic and macroeconomic situation in the country, with the solution of strategic tasks to reduce child mortality and mortality of the working-age population, to improve the quality of healthcare and prevent morbidity.

The growth in the quality of life of the population is directly related to its employment, which involves increasing the effectiveness of public policy and the quality of public services in the field of promoting employment, including promoting the creation of jobs with high productivity, safe working conditions and decent wages, expanding employment opportunities for youth , women with minor children, people with disabilities, retraining and advanced training of women on maternity leave directly in the organization, legalization of employment, improving information to the population about the labor market, about employment opportunities in various constituent entities of the Russian Federation.

For this purpose, it is necessary to develop the mobility of labor resources and a system of continuous professional education of workers, taking into account the needs of the economy, and revive the system of vocational guidance, which in general will contribute to solving the problem of staffing in the regions.

Satisfying the need for vocational training for women raising children will create conditions that ensure their high competitiveness in the labor market and the ability to combine the responsibilities of raising children with employment.

Significant problems in the Russian Federation are the existing regional disparities in the quality of life of citizens.

Significant territorial differentiation is noted in levels of employment and wages, which is associated with the heterogeneity of regions in living conditions, socio-economic development, socio-demographic characteristics of the population and leads to an outflow of the population in a number of constituent entities of the Russian Federation.

Thus, despite the measures taken by the state, the population in the Far East decreased by 4 percent from 2010 to 2016. At the same time, the most attractive regions for internal migration of citizens are Moscow, Moscow region, St. Petersburg and Leningrad region.

At the same time, the distribution of labor resources and their quality are significant factors in the development of regions, making it possible to reduce territorial differentiation in basic social indicators and ensure equality of citizens’ rights and equal opportunities in their implementation guaranteed by the Constitution of the Russian Federation.

Thus, ensuring a reduction in the level of interregional differentiation in the socio-economic development of the constituent entities of the Russian Federation through balanced territorial development is one of the primary tasks of social policy.

Taking into account the above, the Federation Council of the Federal Assembly of the Russian Federation decides:

1. Take into account the information of the Minister of Labor and Social Protection of the Russian Federation M.A. Topilin on the regional aspects of the social policy of the Government of the Russian Federation.

1) work together with members of the Federation Council of the Federal Assembly of the Russian Federation, deputies of the State Duma of the Federal Assembly of the Russian Federation and representatives of the Russian Tripartite Commission for the Regulation of Social and Labor Relations on the issue of gradually increasing the minimum wage until 2020 to the level of the subsistence level of the working population, taking into account regional features;

2) develop and approve target indicators for increasing the birth rate, reducing mortality and migration growth for the period until 2020 for each constituent entity of the Russian Federation;

3) provide for an increase in the volume of other interbudgetary transfers from the federal budget to the budgets of the constituent entities of the Russian Federation for the payment in 2017 of a regional social supplement to pensions for non-working pensioners when amending the Federal Law “On the Federal Budget for 2017 and for the planning period of 2018 and 2019”;

4) develop a set of measures aimed at developing the social infrastructure of areas with low population density;

5) develop a system of indicators for assessing the level and quality of life of the rural population, allowing to evaluate the results of social development of rural areas;

6) instruct the Ministry of Labor and Social Protection of the Russian Federation, together with interested federal executive authorities:

intensify work to implement the action plan for 2015–2017 to implement the most important provisions of the National Strategy of Action for Children for 2012–2017, approved by Order of the Government of the Russian Federation of February 5, 2015 No. 167-r, as well as the action plan for 2016–2020 years to implement the first stage of the Strategy of Action in the interests of older citizens in the Russian Federation until 2025, approved by Order of the Government of the Russian Federation of November 29, 2016 No. 2539-r;

accelerate the development of the draft National Strategy for Women until 2022;

consider the need to legislate the deadline for providing a technical means of rehabilitation to a disabled person, taking into account the deadlines provided for by the legislation of the Russian Federation for concluding a state contract for its supply;

take measures to strengthen control over the quality of drawing up individual rehabilitation or habilitation programs for disabled people in terms of clarifying recommendations for providing technical means of rehabilitation, taking into account the individual characteristics of a disabled person;

consider increasing the staffing levels of territorial bodies of the Federal Service for Labor and Employment from 2018;

consider the issue of ensuring that the Federal Service for Labor and Employment conducts unscheduled inspections of compliance by business entities with labor legislation on the basis of information received from the executive bodies of state power of the constituent entities of the Russian Federation;

accelerate the development of a plan to increase the level of employment of people with disabilities and improve control over the employment of people with disabilities in quota jobs, increase the efficiency of the work of employment services and create conditions for expanding employment opportunities for people with disabilities;

To identify the best practices in the provision of social services and their dissemination, conduct a quarterly review of the results of an independent assessment of the quality of service provision by social organizations at meetings of public councils under federal executive authorities.

1) develop regional action plans for demographic development, including targets for increasing the birth rate, reducing mortality and migration until 2020, coordinating them with the interested federal executive authorities;

2) implement a set of measures to increase public awareness about federal and regional measures to support families with children, primarily about measures in connection with the birth of a second and subsequent children;

3) provide measures to prevent the occurrence of wage arrears;

4) take measures to create new jobs, increase the level of information among the population about the constituent entities of the Russian Federation in which regional programs to increase the mobility of labor resources are being implemented;

5) take measures aimed at improving the quality and accessibility for citizens of government services in the field of employment promotion, including adjusting existing employment programs and developing additional measures to support the employment of workers, expanding their retraining programs;

6) develop the market for rental housing of various price categories in order to develop the mobility of labor resources, including through the provision from the budgets of the constituent entities of the Russian Federation of subsidies for the payment of residential premises under commercial and non-commercial rental agreements to low-income citizens with children registered as needing residential premises;

7) carry out constant regional monitoring of the employment of disabled people, as well as their placement in specially created workplaces;

8) develop the use of flexible forms of employment and distance employment for young people, parents with young children, disabled people, and elderly people in order to increase their competitiveness in the labor market;

9) create additional conditions for organizing self-employment of the population, especially in rural areas;

10) continue work on the implementation of pilot projects to test and put into operation a unified state social security information system, so that from January 1, 2018 it will be fully introduced throughout the Russian Federation;

11) more actively introduce into practice the provision of social services and state social assistance on the basis of a social contract, increasing the coverage of low-income citizens (families);

12) expand the list of activities aimed at stimulating active actions of citizens to get out of a difficult life situation;

13) provide assistance to socially oriented non-profit organizations, including information assistance, in obtaining the status of performer of socially useful services;

14) continue work to improve the regulatory framework in order to attract socially oriented non-profit organizations into the field of social services, take measures to provide them with financial and other support;

15) continue to implement measures to reduce the waiting list in inpatient social service organizations, including by creating new organizations, as well as increasing the number of places in existing organizations through their reconstruction;

16) take additional measures to increase the availability of information about the possibilities of obtaining services from social service organizations, including by improving the conditions for using the Internet information and telecommunications network, taking into account that in many settlements there is access to the Internet information and telecommunications network » is missing, as well as by posting materials about social service providers in other media;

17) continue the implementation of activities to teach computer literacy to the elderly and disabled;

18) develop a system of support for domestic manufacturers of technical means of rehabilitation of disabled people, stimulate the organization of new modern production of goods and services for disabled people and elderly citizens.

1) ensure the unconditional execution of Decrees of the President of the Russian Federation of May 7, 2012 No. 597 “On measures to implement state social policy” and No. 606 “On measures to implement the demographic policy of the Russian Federation”, providing for the necessary budgetary allocations for this;

2) intensify measures to identify the facts and volumes of illegal employment;

3) ensure full and timely utilization of budget funds provided in the form of subsidies for the implementation of regional programs in the social sphere;

4) ensure a gradual increase in accessibility indicators for people with disabilities of social and transport infrastructure, services provided to the population in accordance with the adopted “road maps”;

5) prevent the deterioration of the financial situation of families with children, including at the birth of a third child or subsequent children, until the child reaches the age of three;

6) review quarterly the results of an independent assessment of the quality of service provision by social organizations;

7) develop, taking into account the results of an independent assessment of the quality of service provision by social organizations, and approve action plans aimed at improving the work of these organizations, ensure control over their implementation and organize informing the population about the results of their implementation;

8) organize information and explanatory work on independent assessment of the quality of service provision by social organizations and the possibility of participation in it by citizens - consumers of services, with the involvement of the media;

9) develop and approve a system of incentives for heads of social sector organizations whose activities are highly valued by the population;

10) ensure the completion in 2018 of measures to eliminate the waiting list and increase the availability of social services in the field of social services, as well as to bring stationary social service organizations to proper condition.

6. Invite the Government of the Russian Federation to inform the Federation Council of the Federal Assembly of the Russian Federation during the spring session of 2018 about the progress in implementing the proposals contained in this resolution.

7. The Federation Council Committee on Social Policy should inform the chamber about the implementation of this resolution during the spring session of 2018.

8. Entrust control over the implementation of this resolution to the Federation Council Committee on Social Policy.

Providing citizens with affordable housing that satisfies people’s modern idea of ​​comfort is one of the most important tasks in the field of housing policy.

Housing affordability- this is a so-called indicator that not only reflects the progress of market reforms in the housing sector, but is also associated with the general course of socio-economic processes in society and their success.

The housing affordability index is calculated as the ratio of the average market price of a standard apartment (economy class housing) with an area of ​​54 m2. to the difference between the average annual income of a family of 3 people (two adults and one child) and the subsistence level of this family.

In 2017, experts from CIAN analyzed the average prices for secondary housing and in new buildings, calculating how many years it takes an ordinary family of 2 people to save up for an apartment.

The main condition of the study was that all average cash income received is set aside for the purchase of housing with an area of ​​49 square meters. m in a new house or 54 sq. m on the secondary market.
